Korea plans more startup support for parents who paused a business to have a child. A Christian look at why years spent raising children are not a "gap."

Was Raising Your Child a Career Gap? A Christian View

Picture someone who opened a small shop, then closed it after having a baby. A few years later, once the child starts daycare, they want to reopen. But when they go to file for startup support, they're told that by the dates on their paperwork they no longer count as a "startup business." On paper, the time they spent raising their child is just years that went by. Last week the government said it would change the rules for people in exactly this situation.

When I read the news, my first reaction was to click my tongue: "So they're only fixing it now." Then I set that feeling aside and read it again. This time I saw, more than the policy, the person standing in front of it. I thought of someone sitting at the kitchen table after putting the baby to sleep, thinking, "I'm the only one who's fallen behind." This post is for that person.

① The Facts: What Happened

On October 23, the Ministry of SMEs and Startups brought a plan to reform startup regulations to a meeting of the Regulatory Rationalization Committee. Right now, whether a business counts as a startup depends on its age: it must be within seven years of its founding. If the owner had to pause the business for something they couldn't avoid, such as military service or childbirth, that time was not taken out. The government said it would create a special exception that lets these owners receive startup support for up to five more years (MTN, Seoul Economic Daily, Oct. 23).

On the 25th, the Korean Women Entrepreneurs Association issued a statement welcoming the change. It said that owners who took time off for childbirth and childcare kept being left out of support when they came back, because the business-age rule was applied to everyone the same way (Yonhap News, Oct. 25).

Some things we don't know yet. The plan is still at the "to be pursued" stage, and the reports don't say when it will take effect. The government-side reports list the qualifying reasons as "military service, childbirth, and the like." We'll have to wait for the detailed plan to know how much of the childcare period will be included.

② The Sphere: Whose Business Is This?

On the surface, this is about the market and the state. But at the heart of this news is the family. Abraham Kuyper saw the family as a sphere with its own rights over marriage, peace in the home, and the education of children. That authority, he said, exists "not because the government permits it, but because God has entrusted it" (Calvinism (칼빈주의), 1899, p. 123, my translation).

Seen that way, this change is not the state doing the family a favor. It is the state finally starting to count what God entrusted to the family.

③ The Gift: What Is Good Here?

Let me start with what I'm grateful for. The work of the officials who listened to people on the ground and tried to fix the rules is good. The longing of people who have struggled not to give up either work or family is good too. The desire to work and the desire to hold a child close are both gifts God has given us.

The Bible does not count children as a cost. "Behold, children are a heritage of Yahweh. The fruit of the womb is his reward" (Psalm 127:3, WEB).

④ The Distortion: What Has Been Twisted?

But one word bothers me: "business gap." As an administrative term it isn't wrong. Still, I want to look at the thinking underneath it.

In How Should We Then Live? (그러면 우리는 어떻게 살 것인가) (1976), Francis Schaeffer argued that beneath every society's institutions and words there is always an assumption about what matters most. Near the end of the same book, he said that a society that has lost any absolute standard is left with only two values: personal peace and affluence.

Through this lens, you can see the assumption behind the word "gap." It is the idea that time that doesn't earn money is empty time. Push this idea far enough and a child becomes a cost that eats away at my peace and affluence. Not having children starts to look like the rational choice. Worst of all, it leads mothers and fathers to say about the nights they spent holding a feverish child, "I didn't do anything all that time."

That doesn't mean we should blame those who stopped working. When our Lord saw the crowds, "he was moved with compassion for them, because they were harassed and scattered, like sheep without a shepherd" (Matthew 9:36, WEB). That is how the Lord sees parents worn out between raising children and earning a living. I admit that our society built this way of keeping score together, and that the church was part of it too.

⑤ Restoration: Where Does the Light of Christ Shine?

In No Little People (작은 사람은 없다) (1974), Schaeffer said that before God there are no little people and no little places. Even a place that leaves no line on your résumé is not small if it has been offered to God.

The Lord said, "Whoever receives one such little child in my name receives me" (Matthew 18:5, WEB). The years you spent raising your child were not empty. They were years of receiving the Lord. Paul also says, "knowing that your labor is not in vain in the Lord" (1 Corinthians 15:58, WEB).

Here are a few things worth trying this week.

  • If you're trying to start again: This exception hasn't taken effect yet. When the detailed plan comes out, check the Ministry of SMEs and Startups announcement to see whether childcare periods are included. Before that, though, take a sheet of paper and write down what you've learned over the past few years. How to wait, how to stay awake in the middle of the night, how to listen to a small person. That is not a gap. That is experience.
  • If you're the church or a neighbor: Instead of asking "So what are you up to these days?", say "You worked so hard all that time raising your kids." It would be good to find someone who could watch the children for an hour or two on Sunday afternoon for parents who have gone back to work.

In The Mark of the Christian (그리스도인의 표지) (1970), Schaeffer said the sign that leads the world to believe the gospel is visible love among Christians. "By this everyone will know that you are my disciples, if you have love for one another" (John 13:35, WEB). Before any policy counts that time, the church can be the first to call it precious.

In the end, the One who refuses to call our time a "gap" is Christ. When Jesus began to teach, he "was about thirty years old" (Luke 3:23, WEB). The Bible records almost nothing of his days in Nazareth before that. Yet at that moment, before he had begun any of his work, a voice came from heaven: "You are my beloved Son. In you I am well pleased" (Luke 3:22, WEB). The Father did not see those hidden days as a gap. The days you spent holding your child are not in vain in him either. That light shines on you today, sitting at your kitchen table (Ephesians 5:14).

Practice Question

The next time you hear words like "gap," "loss," or "cost" attached to someone's time, ask: what does this word believe is most precious?
